MINISTRY OF ENVIRONMENT SCIENTIFIC
RESEARCH PERMIT APPLICATION (Former ANAM)


(For exclusive use on scientific, academic, and educational work to be carried out on marine and terrestrial areas throughout Panama. Includes work on protected areas, non-protected terrestrial, freshwater, and marine areas, and with CITES species). It also covers areas and resources previously authorized by the Aquatic Resources Authority of Panama (ARAP)

 

To apply for a Scientific Research Permit to Access Genetic, Biological, and non-Biological Resources (for Research / Observation / Collecting / Tagging) from the MINISTRY OF ENVIRONMENT, you MUST include the following information/documents in your application package:

  1. Ministerio de Ambiente Research and Collecting Permit Form duly completed in Spanish and signed
    (For your convenience we can provide a list of independent translators that you may contact directly).
  1. For each member of the personnel included in the Ministerio de Ambiente Research and Collecting Permit Form (Item 1 above) you MUST include in your permit application package:
    1. Curriculum Vitae in Spanish
    2. A Copy of the passport photo page. For Panama Citizens, include a copy of their Cédula instead of the passport photo page.
    3. Release of Responsibility. Download it here in English and Spanish.
  1. A Letter of Commitment signed in original by the Principal Investigator listed in the Ministerio de Ambiente Research and Collecting Permit Form (Item 1 above). Please include a copy of the signed Letter of Commitment in your permit application package, and send the original signed letter to:

THE MINISTRY OF ENVIRONMENT WILL NOT DELIVER YOUR PERMIT UNTIL THEY HAVE RECEIVED THE LETTER OF COMMITMENT SIGNED IN ORIGINAL

  1. Informed Consent Letter (written authorization required only if research will take place in private properties, indigenous reserves, some protected areas, and The Panama Canal Watershed).

    If your team will conduct research in the Parque Natural Metropolitano, you MUST include in your permit application package, a Informe para Renovación de Investigaciones Científicas (Project Report for Scientific Permit Renewals) only if any member of the research team has previously done research there.

    If your team will conduct research in the Reserva Forestal Fortuna, you MUST include in your permit application package, a Enel FORTUNA Research Permit Application.

  1. Only for Principal Investigators that were granted a Scientific Research Permit from the MINISTRY OF ENVIRONMENT (or ANAM) in 2015

    You MUST include a copy of the 2015 permit, stamped by an office of the Ministerio de Ambiente (Agency, National Park Office or Regional Administration Protected Areas Department) located nearest to the area where you will be conducting research.


THE MINISTRY OF ENVIRONMENT WILL NOT ISSUE YOUR PERMIT IF YOU DO NOT COMPLY WITH THIS REQUIREMENT

  1. If you have been granted a permit from the MINISTRY OF ENVIRONMENT (or ANAM), you MUST include in your permit application package, a Collecting Report duly completed in Spanish and signed. Include also any publications resulting from research conducted under those permits, including their abstracts in Spanish.
  1. If your work involves live vertebrates, you MUST include in your permit application package, the STRI Institutional Animal Care and Use Committee (IACUC) Research Approval Form that includes all personnel listed in the Ministerio de Ambiente Research and Collecting Permit Form (Item 1 above).
